Everything should be 60fps: Cutscences, Menus, and the Game itself! Game runs pretty horribly in the Cyberspace stages even with max OC. Much better experience in an emulator. Very minimal testing, make sure you have a save backup just incase something goes horribly wrong. Anyway, enjoy!
